I NEED HELP WITH PHOTOSHOP ELEMENTS!!

I recently invested in Photoshop Elements, because I thought I was going to try my hand at digital scrapbooking, however I am totally lost.  I want to learn how to put photos in a round circle with the background layer on top, and I can't even figure out how to do that!!  Can anyone tell me a good site to take video tutorials on this program?  I've had scrapbook programs before, and the learning curve wasn't too bad, but this is so confusing that I just gave up and quit.  I downloaded the template with the circle in it, but I can't get my photo to go underneath that layer.  Please, somebody give me a clue.  Can you tell I've stayed up too late and frustrated myself??
